EXTRA money for disability services does not meet the growing need for accommodation and other support, welfare groups say.

Community Services Minister Lisa Neville last night described the $70 million for disability services as the second-biggest budget funding increase for the sector. Funding had almost doubled in 10 years.

National Disability Services state manager Rhonda Lawson Street said there were about 1000 people with disabilities waiting for supported accommodation but the extra money would not meet the need.

The funding provides for an extra 20 accommodation places for people with complex needs over four years.

Victorian Council of Social Service chief executive Cath Smith described the 20 places as a goodwill gesture.

Funding has been provided for 100 extra individual support packages over four years, taking the number of new packages this year to 460.

Ms Lawson Street said this was a small step in the right direction.

''It seems the government's priorities haven't rated disability highly, but this is at least putting it on the radar,'' she said.

Ms Neville said the extra spending in individual support packages would enable some people to move out of supported accommodation.

Opposition community services spokeswoman Mary Wooldridge said the government had failed to provide enough money to ensure people with disabilities and their families received the care that they needed.
